Applications are invited from suitably qualified persons to fill a contracted position as Revenue Services Manager in the Trelawny Municipal Corporation with salary range $1,640,253 – $1,949,746 per annum and any allowance(s) attached to the post.
PURPOSE OF THE POSITION: To effectively plan, direct, organize and coordinate all programmes and activities in relation to the operation of the Municipal Corporation’s Revenue Services Unit.

EDUCATIONAL REQUIREMENTS:
Specific Knowledge Required;
In-depth knowledge of market principles and practices
Knowledge of the laws, regulation and conventions governing the Municipal Corporation’s commercial activities in Jamaica
Detailed knowledge of accounting practices and principles
Working knowledge of the Municipal Corporation’s commercial operations
Educational Requirements:First Degree in Business Administration from a recognised institution with a minimum of five (5) years working experience in a managerial/supervisory position.

KEY RESPONSIBILITIES:
Plan and direct all enforcement activities relating to the Revenue Services Unit.
Ensuring adherence to all policies, procedures and regulations as outlined by the Municipal Corporation as well as the Financial Administration & Auditing (FAA Act) and the Parochial Rates & Finances Act etc. and other applicable regulations.
Examine and analyse rates, rental fees, operating costs and revenues and make recommendations for improvement in these areas.
Ensuring that all staff employed to the unit are complying with the organization’s policies, standards and procedures as it relates to such functions as safe guarding the Municipal Corporation’s assets.
Review operational records to ascertain conformity with expected and operational standards.
Recommends capital expenditure for acquisition of new equipment as well as the establishment of new revenue centres.
Develops, prepares and submits for the Municipal Corporation’s approval Business Plans in respect of the revenue generating entities.
Accepts, analyzes and make recommendations in respect of Business Plans/Proposals from applicants to the Municipal Corporation.
Prepares monthly financial statements and reports on the performance of each revenue generating entity.

-Building & Subdivision
-Rental & Lease of Premises
-Barbers & Hairdressers
-Butchers
-Places of Amusement
-Water Rates
-Advertising Signs/Billboards
-Cemeteries
-Markets
-Car Park
-Public Sanitary Conveniences
-Other emerging revenue sources
Review and approve requisitions stationery, office supplies and equipment within the
confines of the approved budget.
Undertakes routine and regular visits to all revenue generating entities operated by the Corporation to ensure conformity with established performance standards.
Liaison with business operators and formulate joint ventures relating to the revenue generating activities of the Corporation.
Ensures that the necessary accounting practices and procedures relating to the collection, recording, safekeeping and lodging of funds are always adhered to.
Inspects physical facilities for such factors as cleanliness, safety and appearance and make recommendations to ensure maintenance of required standards thereby maximizing the use of the budget.
Develops and recommends to the customers of the Corporation’s commercial properties, strategies, methods and mechanisms which can be adopted to improve the sale of their products, produce or services.
Investigates complaints from customers and make recommendations for corrective measures where necessary.
Carry out any other duties assigned by the Chief Executive Officer of this Corporation or his nominee.

Directly: Senior staff in the Commercial Services Unit
Indirectly: All other staff in the unit
